I’ve been thinking of buying my dad Scrivener for Windows as a Christmas present, as I have a NaNoWriMo Winner discount code, but I was wondering: if I buy Scriv 1.9 now, will he be able to use his license on Scriv 3 upon its release?

Sort of.
The 1.9 license will (probably) not work with Scrivener 3, but anyone who purchases Windows Scrivener now will be entitled to a free upgrade.
Be aware that the upgrade will be tied to the purchase email address, so at some point you’ll need to make sure our database knows about him.
