When I use the Novel format, upon export all of my scenes are missing the first tab. The tabs are there in edit view. When I use the Short Story format, the tabs are compiled fine. I can’t for the life of me figure out what I’m missing. Any help would be greatly appreciated.

Welcome to the forum. 
Note that the term is “compile”. — “Export” is something else completely.
And it is not a TAB, but a “first line indent”. (Again, two completely different things.)
(I’m telling you this to minimize future confusion.)
The compile format you are currently using most certainly has the setting in my screenshot to “Remove from first paragraph”. And that’s what it does.
You want “Do not change”.
You need to make sure it is set right for all of the Layouts (top section) that you use. (The names won’t match, that’s normal, that compile format is custom made, so just disregard that detail.)
