An inserted table of contents is not compiled. There is no assignment of page numbers. And there is no internal linking.
The described errors occur in: PDF, EPUB, KINDLE, RTF, DOCX.
Others were not tested.
It might help those who want to help you if you gave information about how you are trying to create the ToC, along with any other relevant information.

I create a table of content using the procedure copy/copy as TOC/copy.
within Scrivener (not compiled) the internal links work.
When I compile to pdf, the pages codes are not the page number.
the links are not in the PDF internal links, but it appears an error message because of missing file.
This is under development and most likely will be available in the next update.
