I have the backup folder set, but Scrivener continues to back up to a completely different folder. I can find it every time, but I don’t trust it forever. The backup destination is Dropbox.
Do you have a project-specific backup location set?
You can use Project > Project Settings > Backup to check that.
If this panel has the “Use custom backup folder for this project” box ticked, then Scrivener will send the backups to this location.
These project-specific settings always override the global settings in File > Options > Backup.

Has anything in your Dropbox folder structure changed?
By that, I mean did the Scrivener backup folder get moved in Dropbox to be inside another folder? Or have its file path changed in some other way on your computer?
That’s often a factor in backup issues as well.
If the file path has changed and Scrivener isn’t able to save to the custom backup location, it switches back to its factory default of C:\Users\Account\AppData\Local\LiteratureAndLatte\Scrivener\Backups.
Are you able to use File > Options > Backup > Choose... to re-select your preferred backup location?
After doing that, you can test a project with File > Back Up > Back Up Now.... Then you can use File > Options > Backup and open the backup folder to check for that new backup.
