Best format for short Travel book

Hello everyone
I am a bit confused about what format to choose for a travel book with one subject: Italy. It is to be an ebook for Amazon.
I do not see the logic of having separate chapters, since each Italian wine region is its own “story” or set of “stories” (featuring different wine producers).
For example, Piedmont region of Barolo might feature 6 producers (each covered in 300 – 500 words) and Roero, inside Piedmont but not in Barolo, might have six producers.
I created a chart of how I hope the Table of Contents would look (right now I just compiled it as a word docx to fix spelling). It is a fairly short travel book and I’m not really understanding the specific format to use, and if I need to actually call the “chapters” chapters or if I can use Northern Italy, Central Italy, etc.

What format would be easiest to understand for the reader? That should be the primary question. What would readers want?
