I’m feeling like a bit of an idiot right now, but I can’t for the life of me figure out how to interpret the shortcut listed to launch the Bibliography/Citation manager in the Format menu.
It’s shown as Ctrl+8, C.

I think you can program up to 5 sequential presses to trigger a shortcut in Scrivener.
If you’re using this one frequently, you can set it to something simpler in the Keyboard tab of Tools > Options… (and clear or reassign a shortcut for a different command you don’t use if you want to swipe it’s shortcut for the citation manager).
