I have “Return ends editing synopsis in corkboard and outliner views” checked.
In this situation , is there a way to get a new line or carriage return while editing the synopsis?
When that option is enabled you may still type a Return on the Inspector’s synopsis editor.

Not in the corkboard or outliner, no. You can still type a carriage return in the inspector synopsis. You could get around the current limitation in the corkboard and outliner by copying a carriage return from somewhere and then pasting that into the field whenever you wanted the new line, but that’s unlikely to be helpful unless you have a clipboard manager or such and can easily keep it for use when wanted.
An alternative for typing the carriage return in form fields like the outliner and corkboard is on our list to implement in the future.
