I have seen some shared Scrivener files named (for example) Green.scrivx or Blue.scrivx instead of the standard project.scrivx. I’m therefore wondering if it’s possible to custom name my project files? And, if so, does one do it through Windows Explorer?

Yeah, it shouldn’t be a problem so long as you do it when the project is closed. In the Mac version, the project.scrivx file gets the actual name of the project, which is presumably why you’ve seen it if you’ve brought a Mac project over to Windows. In fact, if you open a Windows project on a Mac, the project.scrivx will get renamed automatically. Windows will open it just fine, as long as there is only one .scrivx file in the project.
