I feel like I’ll probably embarrass myself, but here it goes:
I’ve opened a project from Scrivener 1.9 in the new Scrivener 3 beta. Everything seems to work fine, with the exception of… alignment. All the alignment options are greyed out, and I can’t for the life of me figure out why.
The editor pane is definitely active. On the screenshot below, you can see I have a bunch of text selected, and still the alignment options remain greyed out.
Sorry, as a Mac user, I don’t really use the Windows version, though I do have access to it if really necessary, so I can’t be much more help. But my question was because the editor not being the active pane is very often behind such issues.
My alignment issue is this: When I compile to .doc format, the text aligns to the right and is off the page.
I’ve checked various alignment settings, but nothing seems to work.

Mark was on the right track, but there are two issues with what you are trying to do. In the Binder you have selected the entire folder which puts you in Scrivenings mode and you can see here:

You can change the mode by selecting the button I pointed to with the arrow which will allow you to edit the folder’s document, or you can click on the down arrow in the binder to select the subdocument in the folder where your text document is. As soon as you do either to get out of Scrivenings mode, you can use the alignment controls. I would suggest clicking into the subdocument, as that is where your text is located.

I would say that’s a little counterintuitive, though, because even in Scrivenings mode I can change my text, add new text, etc. It seems weird that I wouldn’t be able to change the alignment. Also, I’m pretty sure this wasn’t the case with the previous version of Scrivener.
Anyway, I don’t mean to complain to you, hahahah, you’ve been a great help! But I think it’s worth talking to the devs about this.
Indeed, version 1.9 does not have this behavior (concerning the text alignment) when in Scrivenings mode. Both versions allow text entry and deletion as you noted. Some additional testing shows that text alignment is non-functional in Scrivenings mode, period. It does not matter if you are selecting a folder with text with subdocuments or just a selection of subdocuments - none of the text alignment controls will work until you go to the single document mode.
This is probably a bug that they should be looking at unless there was a design choice made for working with Page View which did not exist in version 1.9. I don’t know one way or the other and wonder how long this behavior might have been like this. I rarely use Scrivenings mode for anything more than reading.
