Is there a way to have the “text and folder separator” be a page break that always results in an even numbered page? This is for paper book generation so that the first page of new chapters can always be on the right hand side. I.e. it will just insert an extra blank page on the left (the odd pages) if needed.

No, there’s no way to do this, sorry. Although there’s been a lot added to help with layout on Compile, Scrivener still isn’t a full layout solution.
