The first screenshot is for PDF format, the second for ePub.
Ebooks don’t have pages, so page breaks are not available.
OTOH, creation of a new Section (section break) should trigger generation of an ebook ToC entry.

Right, but section break and page break are interchangeable between export formats: if we set page breaks compiling to pdf, docx, etc. that automatically becomes section break when compiling to ebooks … and vice versa. (I use one format for all targets.)
Please see the post I was responding to, in which the OP specifically asked why the “page break” option did not appear in their screenshot.
I’m not disagreeing with anything you said. Just adding info for others.
