Compile to PDF & line spacing

I’m trying to compile to PDF with 3.0 line spacing so I can edit on my iPad. I have set the spacing to 3.0 in the editor, and I’ve assigned section layouts which are previewing with 3.0 spacing.

Where am I going wrong? No matter what I do or change, it will only output to PDF with 1.0 spacing. Other choices from the “Scrivener Formats” in the first screenshot do the same thing: the preview shows greater spacing than is rendered in the actual PDF. I’m at my wit’s end with this. Can anyone please help?

Is the text you want to have the 3 x line spacing assigned a style in the Editor? Leaving most text as No Style will make changes to formatting at the Compile stage easier. I got my text project to behave how you want, as long as the text was No Style. If text is styled then there are a couple more things you have to do.
