Is there a way to compile a PDF document from my Scrivener file and get rid of page breaks between each topic? I only want to have page breaks at the start of a new chapter.

I’ll assume you mean Scrivener 3,
If you want chapters to start on a new page but you don’t want topics to start on a new page, that’s different formatting for the two document types. To give them different formats, you have to give them different section types. Each document has a section type, and each section type has a Compile layout and in that layout, a Separators setting. If the Separator is page break, documents of that section type will start on a new page.
