Composition mode stops choosing "primary display"

I rely heavily on the ability to put Composition mode on my primary display and the binder and Scrivening or card modes on the second display. But suddenly my Mac has stopped opening composition mode in the primary display and will only open it on the display on which the binder/Scrivening mode content is displayed on. This is the case even after I Go into preferences and set the behavior for composition mode to “open in primary display”. I tried deleting the preferences file and downloaded and reloaded scrivener and I am still having the same problem. What else can I try/how can I fix this?

I don’t use Composition mode, but I do find that Monterey seems confused about which display is primary.
