This is a recent development that just appeared a few updates ago: I’ve always been able to upload an image from my hard drive to use in composition mode. Sometimes I’d need to resize the picture but now, it doesn’t matter how small the image is, it uploads too large to be seen in composition mode. I just downloaded Beta 34 and the problem persists. (Win 10). It should be noted that if I use an image that is contained in the project, it uploads and appears appropriately sometimes, depending on the image.
