I use Scrivener (18.104.22.168) on Korean Windows.
In my system, Format > Convert > Quotes… doesn’t work properly.
When I selected some lines, in Korean, and try to convert to Quotes, nothing happens.
I tried this on Scrivener Beta version, but I got the same result (nothing).
Lee has added the functionality for different quote styles to the 22.214.171.124 beta, which has just gone up for testing. If you’d like to try this out, please read the information on the beta forum and testing (the forum is here) and then download and install 126.96.36.199 to a separate directory (or uninstall your existing version first). In Tools > Options, under the Corrections tab you will need to select your preferred quote type; then selecting text and using Format > Convert > Quotes to Smart Quotes should work to convert your existing quotes to your selected type.
