Edit: Basically, you what you want to achieve first is that all Scrivener apps on all your devices have access to the same Dropbox folder. Doesn’t matter if it’s “/Scrivener” or “/Apps/Scrivener” or whatever fits your needs. From there I would proceed with the newly created “test” project. Sync / open it on iPad, add some text, sync, close Scrivener. Sync / open it on your iPhone, add some text, sync, close Scrivener. Sync on your Mac…
Next step would be to restore your work from backups and bring them into this Dropbox folder.

The light bulb went off.
It looks like a file structure issue on Dropbox … IOS connects with one file folder named Scrivener and my MacBook is connecting with another folder named Scrivener.
So all my files are still complete (except for a few corrupt ones that were that way for a long time.)
I have to “export” the test file to my IOS device so it looks like I’ll have to pay the Dropbox ransom fee if I want to use sync Scrivener.
Going to sleep on this and come back to it with a fresh brain.

There is a way. Ha!
No, you don’t. You can sync up to three devices for free. Even better: You don’t even need to install the Dropbox client on iOS / iPadOS if you just use it for Scrivener projects. Scrivener syncs via the Dropbox API, not the client. So this won’t count against the three devices limit. As far as I remember.
Other than that… Make sure it’s actually the same folder in the same location (e.g. on your Mac: “/Users/YOURNAME/Dropbox/Scrivener”). There may be others outside your Dropbox folder or in a different directory inside of it.

The settings in the IOS for iPhone Scrivener allowed me to select the correct Dropbox folder.

This is exactly correct. If you are only using Dropbox with your mobile iOS device for Scrivener, you never need to install the Dropbox client for iOS, and that iOS device never gets counted against your free Dropbox client limit. The only use I have found for it on my iOS device is for basic troubleshooting if I suspect there is a problem with Dropbox (or, more accurately, with my iOS device’s view of Dropbox.)
