Does Scrivener allow you to edit by using strikethrough? If I am unsure as to whether I want to delete a passage of a document, can I just strikethrough that section without deleting it altogether?

In the Mac version you can definitely do this. One of the options under Compile: All Options: Transformations is “Delete struck-through text.”.
Unfortunately, it doesn’t look like that’s available on the Windows version. But you might be able to use a word-processor to find-by-format and remove all such text after compile.
You could also just strike through text as you edit in Scrivener, then take snapshots of your text, and finally use Scrivener’s Find by Formatting feature to search for struck-through text and then deleting it. Not as easy as it might be, but maybe worth the effort.
Another option I’ve used is to select the text I might want to delete, and change it into an inline annotation. On the Mac, the keyboard shortcut for this is cmd-shift-a; don’t know the Windows combo, but I’m sure there is one 
. During compile, all annotations are removed by default.
