So has it always been the case that hitting enter in the Binder with a document selected will create a new document? I’ve been relying upon keyboard commands more often with the mouse a bit wonky in 2.9, and accidentally hit enter after naming something in the Binder. Is this a bug, or a feature I’ve never used?

Must be a feature you have not been familiar with. Selecting a document in the binder and pressing enter is in the manual as one of the methods of creating a new document.
