In File Options there is a checkmark on the project that is first open. When you click on another one it opens with its checkmark there.

My question is, is it possible to have the option to click multiple ones and not just one at a time as with having them stay open as with having the option to have them reopen after closing then reopen Scrivener as well?

Not really. The checkmark is intended only to show you the current project. If the project is not open, you will get a new project window, which MUST close the “Recent Project” popup menu. Sorry.
This is also standard behavior for any Recent style menu. If you want to open multiple projects at a time, this is a different functionality.
