Formatting Chapters to Always Start on the Right

I’ve been digging through the user’s guide, and can’t find exactly what I’m trying to do. I want to format my paperback so that new chapters always start on the right side. I’ve seen several posts of people asking this, and they’ve been sent to the Compile section, using a print format (paperback, etc.) or PDF as the format. They say to click the ‘section layout’ button, and use the ‘First Page’ tab. I’m using the Windows version of Scrivener, and that tab doesn’t exist. Is there some other setting that might I might have enabled that hides that tab?

Using the page break is fine, but I find myself having to manually insert blank pages quite often, and if I alter a chapter, it can throw off the rest of the book.
