Does Scrivener have any layout capabilities? I’m talking minor controls such as columns, wrapping text around images, sidebar info and the like… All stuff that could be done in Word, of course, but just can’t find how/where such tools are in Scrivener.

No, Scrivener doesn’t do any of those things, but instead leaves them to a dedicated page layout or word processor program after export.
