Global formatting

Perhaps this is just a Windows thing. I want to be able to select ALL the text in the ENTIRE manuscript and apply, e.g. ruler, font etc.

It’s such an obvious feature that I’m not sure it needs further justification.

If you mean select it all in a Scrivenings session to make adjustments, that will be coming; it’s not as easy as it seems on the surface because although all the text looks like a single document in the display, it’s really multiple individual files on the drive that all need to be changed correctly. However, you can change the formatting for everything to use the global defaults by selecting the documents in the binder and choosing Documents > Convert > Formatting to Default Text Style. This will update them all to use the formatting set in the Editor tab of Tools > Options…, with some additional options if you want to preserve aspects of the formatting.
