Certain commands via my Macbook Pro that previously worked on Scrivener 2, seem to no longer apply to Scrivener 3… am I doing something wrong, or are there new Interface Controls for me to re-learn?
There are some changes, yes — to a few of the main concepts (especially Compilation and Styles), preference settings and menu locations. That’s probably the main cause of any problem.
It’s really worth your while spending half an hour or so on the Version 3 Interactive Tutorial, which has a dedicated section on ‘What’s New’. There’s also a Version 3 upgrade guide https://www.literatureandlatte.com/scrivener-3-update-guide.
These bigger changes aren’t difficult, by the way — in fact they make the program easier and more powerful — but there are some basic concepts to learn before you can get the most out of the new version. (That doesn’t mean to say that everything’s different, of course; just that this is a major upgrade which does some basic workflows differently.)
As far as I can tell, most of the queries about upgrading to Version 3 on this forum come from those who haven’t yet used either the tutorial or the upgrade guide – you can save some frustration just by skimming through them.
I’m not talking about preference settings and menu locations, I am talking about non-visual key strokes. On Scrivener 2, I could use the Tab key to open edit options for things within my Binder, now it doesn’t seem to function like that anymore.
I am blind and I use these keystrokes to help me better use Scrivener. I just need to know if certain keystrokes have changed, and if so, have they been eliminated or do they have new assignments, and if so, what are those new assignments.
It’s not really possible for people to guess what those ‘certain keystrokes’ you used to use are though.
If you tell us which functions / features you want to use and we’ll tell you what the keystrokes are.

For the one you mentioned, the Tab key does now jump over to the editor from the Binder. I never did use that one heavily myself in v2—reason being it wasn’t symmetrical. Once you used it once to start and stop editing then you couldn’t use it again on that same item (at least not with Full Keyboard Access enabled in system preferences).
The Esc key on the other hand is symmetrical, you can toggle editing on and off all day with it, and that has been the official way of editing binder, outliner, corkboard and other list items (like Keywords) since version 1.
I use the default command keys. The ones that came with S2, I didn’t change them, but some of them no longer seem to apply to S3, and I am wondering if there is a list for S3 as to what the DEFAULT command keys are, so that I can re-learn them.
My esc key is non-tactical , as it’s on that stupid emoji bar.
The default command keys to do what? There are over 100 commands in Scrivener with shortcuts and we’re not going to list them all for you — tell us which ones are causing you problems and we can help.
There are apps like CheatSheet which provide you with at least all the short cuts for the menu items.
Do you need Caps Lock? If not, maybe try assigning Esc to Caps Lock via the Modifier Keys button in the System Preferences: Keyboard pane.

I’m glad that you’re aware that there are “over 100 commands in Scrivener”, I was aware of that too. All I am asking for is a list of the changed default command keys that differ from S2 to S3. If you can’t be helpful, then please, just simply refrain from posting in threads I create. I don’t know which ones no longer apply, I do know that the Tab button doesn’t do what it used to do, hence I’m asking for an updated list.

What you are asking for doesn’t exist, so someone would need to create it for you.
It is possible but unlikely that L&L is in the process of assembling such a list of changed default command keys. (Unlikely because, if they were going to produce such a list, my assumption is they would have done it already.)
It is also possible but unlikely that one of your peer users would be kind enough to compare all of the possible key strokes in both versions and produce such a list. (Unlikely because, as you realize, it would be quite a lengthy task.)
But if you can recall the few keystrokes you use most frequently, then someone would surely help you determine if they’ve changed. (Perhaps someone such as Brookter, who is one of our most frequent posters and whose thoughtful, detailed replies have helped hundreds of your peers with their Scrivener questions and issues.)

The user guide lists them in Appendix A, but it’s just a breakdown of every pull-down menu item. It includes the keyboard shortcut where applicable, but it’s not a list of just keyboard shortcuts. It does include information on customizing shortcuts, so that may be helpful
It seems to me that NamoNakiMichi asks a reasonable question. Only the mavens will know and be in a position to easily report that S2 shortcuts A, B, C have, in S3, become XYZ. This might helpfully have been included in the (otherwise very helpful) guide for upgraders/what’s new in S3.
I do think that the snippiness here is unworthy.
I myself am trying to sort out some changes that seem to be undocumented.
I find, btw, that it is much more reliable to use the entire path when specifying the command to which the shortcut is being assigned. That is, Insert->Endnote Marker.
