How do I bookmark a specific line or paragraph of text in a Scrivener document and then create a link to that bookmark in a comment ?
To me this seems to be a very basic operation. I can’t figure out how to do it!

You can link to a specific line or paragraph if you create an HTML anchor, but I don’t know if you can add the link to a comment (worth trying):

That link is for S2. I assume it is still possible to do the same in S3.
EDIT: I just dowloaded the test S2 project referenced on the link above, converted it to S3 format, and it worked fine.

Bookmarks and comments are two different features.
You can associate a comment with a specific line of text by putting the cursor there and using the (Scrivener 3) Insert -> Comment command.
Bookmarks can only be associated with documents, not individual lines, and are discussed in more detail here:

(Note, however, that a ‘document’ can be as large or small as you like. A single sentence is not too short.)
