How do I integrate Endnote into Scrivener?

I just bought Scrivener 3 for Windows (have been using the previous version for years). I’m excited to discover that apparently I can integrate Endnote into it. I followed the instructions in the manual (the manual says, on p. 428 (Section 20.5, Bibliography Management), that to set up Endnote I must “Open the General: Citations options (subsection B.2.6).” And I followed the instructions in Subsection B.2.6. I then open a footnote and with the cursor inside the footnote area press Alt-Y. Nothing happens. Any suggestions? What am I doing wrong?

How did you resolve this issue? I’m having the same issue with Scrivener 3.0 not opening EndNotes20 when I press Alt-Y.
