I’ve done several searches on the forums but can’t find comprehensive instructions on setting up Front Matter. I know that the windows version currently doesn’t have the option in the compile window like the Mac does. But I’ve read something about a start tag? Unfortunately I couldn’t find clear instructions on how to use or where this tag goes.

Looks like you haven’t gotten an answer but I’m searching for this too! I’m about to post a question asking if anyone knows of scrivener/windows to kindle tutorials anywhere. Have you found one yet?
Sorry for the late response here. At the moment there’s no way to set up front matter in the Windows version like in the Mac (including using a defining “start” tag), although as with the other Mac compile features, this will be making its way over to Windows.
For now, if the goal is to have different front matter for different compile types, you’ll need to just keep separate folders for this in the binder and then switch them in and out of the top of the Draft folder as appropriate for whatever you’re compiling. Otherwise you can just keep this all the beginning of the Draft folder before your initial content. The table of contents will be generated automatically based on where you’ve set the section breaks (that is, either with “page break before” or the “page break” divider in the Separators area of File > Compile) and will come at the start of the ebook, after the cover image. You can select any image imported into the project binder for the cover image in the “Cover” area of Compile.
