I am sure there is a simple way to do this, but I can’t seem to find it.
I am just writing some notes in a different section, problems to be eventually solved in my draft.
I would like to create an internal link to the problematic text in my draft and add it to the note. Possible?

Something worth considering, with notes of this nature, is that with inline annotations and comments available and the ability to run searches and build lists of things on the fly that contain certain key phrases, the notion of keeping editing notes fully separate from the content that needs editing is diminished.
