It appears that the pdf’s that Scrivener are just bitmaps. Is that the case?
It is possible to make it generate a text based pdf with embedded fonts?

No, they’re text PDFs, not images. It isn’t possible to embed a font in them from Scrivener, however, so if you need to do that you’ll want to compile to probably RTF or DOC and then create your PDF in a separate program.
