Is there a way to increase the size of a background shape, including the size of all notes within it?

The shape size wouldn’t modify any notes within it, but what you can do is Option/Alt-click on the shape to select it and all of the notes overlapping it, then Shift-click (Ctrl+Click on Windows) to de-select the shape. Now you can drag all of the note sizes together.
