As noted elsewhere, the plan is to some day have all non-dynamic menu commands available in the customisation list. The size of this task and its relatively low priority has meant it has become more of a gradually done thing rather than all at once. For that our priority is in areas that really serve zero purpose save for having keyboard shortcuts on them. For example a number of the commands in the Edit ▸ Select submenu offer no advantage to just selecting with the mouse. Next layer of priority are things one might use a lot, and yes, I would say the Copy Special commands, some of them for sure, do fall into that category.
