To point out a subtle distinction: those two buttons are for history, much like how a Web browser works. They may appear to go from one document to the next, but only so long as you click on things sequentially.
The buttons on the other side of the header bar, that look like Up/Down arrows, those are the ones that actually navigate to the next or previous item in the sidebar list (binder normally, search results or collection entries otherwise). The shortcuts for those are ⌥⌘↑ and ⌥⌘↓.
