I’m using scrivener for windows on a surface pro 3. the problem is the lower bar the one with options for creating a new page etc is very narrow and the icons unnaturally small. is there any way of increasing their size?
Windows offers some adjustments under Settings > System > Display (Change the size of text, apps, and other items) and further down in Advanced display settings (ClearType text and Advanced sizing of text and other items).

If you haven’t already, you might do a search of these forums (search field in upper right corner) on “surface” and “yoga” to see what other folks using such Microsoft and Lenovo devices have encountered and done regarding such.
