Suppose you have a folder inside Draft and a text inside that folder. If you make changes into the text and click on the Draft icon, revealing the outliner, the folder does not show the new modified date of the text.

The modified date is not affected by changes to content. The behaviour is not the same as the Finder, intentionally. Folders have their own text (if you deselect the corkboard or outliner you will see it), their own notes etc - the modified date reflects only changes to the folder itself, not to any of its subdocuments.

Maybe that could be another difference between folders and documents-with-children? Seems kind of intitive.
Nope, the present behaviour will remain. Like I say, Scrivener is not the Finder.
