No "+" buttons on my Mac

I am going through the Tutorial. In it, you keep mentioning “the “+” button in the inspector” but said buttons do not appear on my Mac. I have had to use the “comment” button on the top bar, for example, or the key combination, but no “+” button appears in the Comments & Footnotes bar of the Inspector section (or any other) in my Mac.

Is this a bug? I am using a Macbook Air, El Capitan, version 10.11.6.

This is what I see on my MacBook Air, same version of MacOS, Scrivener 2.8.
