No HTML in custom Table of Contents after inserting a blank

Create a custom table of contents using Scrivener links.
Compile the manuscript to .mobi or .epub
The links in the custom table of contents function properly

Add a blank page to the manuscript.
Compile
The links in the custom table of contents are gone. It is now plain text.

Add a blank space to the blank page.
Compile
The links in the custom table of contents function properly

Do you have both “Compile as-is” and “Page break before” enabled for the blank page? It could be that it’s picking up a separator or formatting for its document type and causing the links to increment but not the actual files, breaking the links. With both those enabled, it should be creating the blank file so that you get the blank page and the links point to the correct location.
