The Scrivener installation program obtained as a trial for NaNoWriMo (ScrivenerNaNo.exe 1.9.9.0 - 04 Oct 2018) does not not appear to have the option to Register under the Help menu.
The regular Scrivener installation program (Scrivener-installer.exe 1.9.9.0 - 03 Oct 2018) does include the option to Register under the Help menu.
