Can all of my work in from my PC Windows Scrivener (Binders) be transferred to my iPad Pro Scrivener binders?
Yes, if you save your work fro inside Scrivener in a subfolder in your Dropbox folder, and then tell iOS Scrivener the location of that folder, then iOS Scrivener will automatically read (download) all projects you have saved in that folder.

You must be running version 1.9.x on your PC; if you’re still using an earlier version, iOS won’t be able to open them. The project format was updated to make it compatible with iOS.

Forgive my ignorance… but to be sure… I’m trying to add my Scrivener file into Dropbox, but I can’t of course select the entire ‘folder’ contents (such as Files, Settings, Snapshots, and the Scriv file itself). Is all I need to backup is the Scrivener file itself… then, open it in my iPad? I don’t need the other files?

You need to either SAVE the project into the folder that you use to sync with your iOS device, i.e. SAVE it from within Scrivener, or you have to MOVE the whole .scriv FOLDER into your sync folder. It is the whole projectname.scriv folder that holds your project, not just the .scrivx file.
Thanks Lunk… I tried moving the entire folder into my dropbox folder, bit it says "Unable to load: OSX package file. I have an empty folder set up to move it into… or should I just move the Scriv folder into Dropbox without dropping it into another folder?

On a Mac it looks like a file named projectname.scriv but is in fact a package, a folder. You are doing it in Windows Explorer, right? Not using the web interface to Dropbox? You need to have the Dropbox app installed on your PC so it automatically uploads your project to the Dropbox server.
Well, I did download the Dropbox App, and yes, I was able to upload the entire folder in. Good! But now, I am in Scrivener on my ipad and don’t have a File-Open option, nor import, etc from posts I’ve been reading and not sure how to then open/synch my Scriv file from Dropbox into my ipad Scriv app. How do I open it or retrieve it?
