is there a way to print the outliner?
(And, by the way, can I save my default outliner view or do I have to open all the folders every time I open the outliner?)

Please see the FAQ here in the forum for some alternatives and methods for printing sections of the outline (or the entire draft if you wish).
As for remembering what is collapsed and not collapsed, not yet, but it has been fixed in future versions of Scrivener.
