I’ve been using the Beta for about a year (Version: 2.9.9.7 Beta (955095) 64-bit - 13 Jun 2020 now). I decided to work through the tutorial more completely. When reading the “BookMarks” document the first time I clicked on the Scrivner link “document link” in the “Opening Bookmarks and Links” Document Bookmarks. It opened the quick reference window the first time.
When I then clicked on the toolbar Quick Reference icon it also opened a window. I shut those windows and went back to clicking in the Bookmarks window. Now it does not open a window. All that happens is that the cursor moves to the end of the link.
I checked File | Options | Document Links and see that both boxes are checked and “other editor” is chosen (I also tried “current editor” and “Quick Reference Panel”) but that didn’t help.
I restarted Scrivner, and I restarted my machine. That didn’t fix the problem.
I’m not sure this is a bug, but I don’t see how to get the pop-up windows I first received and still get if I click on the toolbar icon.
The Inspector’s Bookmarks tab provides a list of bookmarks, and selecting a bookmark from the list opens the content of the bookmark in the lower half of the inspector. When the content contains a document link to another Scriv doc, I think clicking on it should then open the doc in either Current Editor, Other Editor, or a Quick Ref panel, based on the settings in Options. This is what happens when I click on a Scriv doc Document Link in Notes.
Instead, as you’ve discovered, nothing happens. I think Document Links functionality in the Bookmarks tab is currently broken.

After using S for about 6 months every day I just made my way through all of the tutorial. I am even more astounded at what how amazing S is. It doesn’t get in my way, but offers an extraordinary range of helpful options when I’m ready for them.
As a software user for almost 50 years this ranks right up there with Excel as a truly remarkable tool for both the novice and the expert.
