[RC14 HiDPI BUG?] Moving to previous paragraph

Version: Scrivener for Windows 3 HiDPI RC14
Version 2.9.9.14 Beta (1155038) 64-bit - 30 Dec 2020
running on Windows 10 Home

Am I wrong to think that, when I’m in the middle of a paragraph, and I press CTRL+UP to move up, I should expect it to move to the beginning of that paragraph?

Instead, it moves to the beginning of the paragraph before that, then I have to press CTRL+DOWN to get to the beginning of the paragraph I was in originally.

Am I expecting too much?

Or is this a bug? Thoughts?

That is what I would think as well, but maybe I am missing something.
