Where in the ‘Assign Section Layout’ is the option to remove the page number from that section layout?

That is not handled in any way by the layout.
For that, you need to go to the Page Settings of your compile format.
It is manageable per a few sections :
There is also an option to omit header and footer for single pages. (Those different sections are toggled in the adjacent tab.)
If your need for unmarked pages is beyond that, you will probably (but I’m 99% certain) have to do it post-compile in some other app.

I cannot get rid of the running header from a previous work despite trying every suggestion and fiddling with every setting. HELP!
