Scrivener links in Project Notes will not open in current ed

Create a Scrivener link in a Project Notes page.
On the Options/Navigation dialogue, ‘Open clicked Scrivener links in:’ is set to ‘Current Editor’
But when clicked, the link always opens in the second editor. If only one editor pane is open, then Scrivener opens the second pane to load the linked document.
