I bought Scrivener for Mac through the Apple Store, and thought that also meant that I could simply download the app onto iPhone, but when I try to on my phone it tells me I have to pay the $30 AUD again, is this correct? do I have to pay to have it on each individual device?

No for each device but for each operating system. One version for OS X, one version for iOS and one version for Windows.

i purchased for iPad, but it is not appearing on my iphone as such - wants me to spend another $20.
Any suggestions?
Make sure your iPhone is logged into the phone’s App Store with the same AppleID used on the iPad.

Thanks - but no luck. I was signed in under my only Apple ID. logged out, signed back in, still shows as requiring purchase.
On other applications I have, there is a “restore purchase” option - is that not possible here?
The Purchases tab in the iOS App Store should list Scrivener on all of your iOS devices.
If it doesn’t, unfortunately, you’ll need to contact Apple support. We have no ability to verify iOS purchases or authorize the software to install on iOS devices.

Have you looked under the Purchased tab on your iPad and have you checked the Apple ID on the iPad? Not only on the iPhone.
I’ve purchased a couple of versions of Scrivener in the past for my Apple iMac, so I have a license to use the app. But I’ve recently purchased an iPad which runs iOS?
I have a feeling that the answer is going to be ‘yes’, but if I want to use use Scrivener on my iPad, am I going to have to purchase it again?
Yes. You will need to buy the iOS app. The Scrivener licenses are per platform.
