scrolling text icon

This is just a question about the forum software - What does it mean when the text inside the icon next to a topic heading appears to be scrolling? I thought it meant someone is reading that topic, but there seems sometimes to be activity in extremely unlikely places - very old threads have the icon scrolling while recent messages don’t.

I think that’s a “hot topic” icon, which appears when a thread has at least 25 posts.
