\section instead of \chapter w/ Base Header Level: 2?

By setting Base Header Level: 2 in the MMD metadata, I get Scrivener/MMD to generate appropriate numbering for an article-type document. But Scrivener/MMD generates \chapter tags in the LaTeX document (using Memoir class) for the top-level documents in the Draft folder. So MMD cross-references refer to sections as “chapters.” Alternatively, by setting Base Header Level: 3, numbering starts with 0.1 instead of 1. How does one get Scrivener to generate \section tags and start numbering with single-digits at the section level instead?

Schematic Binder example:

     Draft
          Foo
               See [Bar][]
          Bar

With BHL: 2, this will generate (here the LaTeX code generated uses \chapter tags for each section):

      1 Foo
               See chapter 2
      2 Bar

But with BHL: 3 it will generate (here the LaTeX code generated uses \section tags for each section):

      0.1 Foo
               See section 0.2
      0.2 Bar

But what I want is:

      1 Foo
               See section 2
      2 Bar
