Selection Affects Other Editor Available in Windows?

Yep, when you are in the outliner or corkboard, you should see that button in the left of the editor footer. Depending on your version of Windows, the button will either look depressed or be coloured blue when the feature is enabled. The buttons for splitting the editor are in the right of the editor header. If header or footer aren’t visible, check View > Layout > Header View/Footer View.
