Set title or first line to 2" from top

Is there a way to set either the title or the first line of text to 2" from the top of the page when compiling to Word? I’m trying to create a template based off of a Word template and I noticed that in the Word template, the text settings are

before: 92 pt
after: 12 pt

I try doing that with the title but when it’s compiled, the title is at about the 1" margin range, not where it needs to be. I’ve tried using just text and setting those options, but same result. The closest I’ve gotten is to have a title and set the before to 92 pt and the after to 12 pt in the compile settings, but when it compiles to Word, the first line is too far down the page. If I delete the title from the compiled Word docx, it puts my first line right around the 1" margin area.

Set padding in the New Pages tab of the appropriate Section Layout.

I tried that, and from the compile layout view, it shows my title in roughly the right place, but once it’s compiled into Word, the title is back at the top of the page. Am I missing a setting somewhere or overriding something?

What if you compile to another format, like PDF or RTF?
