Smart quotes in Right-to-left text, like Arabic, appear upside down, so to speak. See the attached file.

Scrivener’s smart quotes are driven by Apple code - do you see the same thing in TextEdit? You can set the smart quotes used by the system under System Preferences > Keyboard > Text.
