Apologies if there is an obvious way to do this which I have overlooked: is it possible to put the “Edit - Special Characters” command on a toolbar (like the Format toolbar), or to assign a keyboard shortcut to it?

You can’t assign it a shortcut or get it in the Scrivener toolbar, but the menu just opens the standard Windows Character Map, so you can pin that to your taskbar or add it to your start menu if you like. (When it’s open, just right-click the icon in the taskbar to choose “Pin to taskbar”.)
